How can I get government help to get a loan to expand my business?

I started a small jewelry store in Charlotte, NC North in 2004. Since then I tried to get any government help to expand or get loans for expansion, but there is no place for me to turn. They have a good credit score, and appears to be a major problem in obtaining a loan for my business. Can you help me this way?
